Position: Networking and Advocacy Coordinator

Reports to: PBI Indonesia Project Committee

Location: Jakarta, Indonesia (prior to starting contract 2-3 months for training and preparation in Europe)

Benefits: 30 days annual leave, Insurance, Return flight, Rent allowance

Hours: 40 hours per week

Salary: Based on the German Development Aid Worker Act (see below)

Duration: 2 years


Peace Brigades International (PBI) is an international grassroots NGO that has promoted nonviolence and protected human rights since 1981. PBI uses its international presence and global networks to protect, support and enable the work of human right defenders and local activists for peaceful social change. For over 35 years, we have protected the lives of hundreds of activists. We are nonpartisan and we believe that a lasting peace cannot be imposed from outside but must come from the desires of local people.

ELSAM (Lembaga Studi dan Advokasi Masyarakat, Institute for Policy Research and Advocacy), is an Indonesian think tank based in Jakarta that was established in 1993 by a number of human rights activists and lawyers. ELSAM works within the broad objective of supporting the development of a democratic political order through strengthening civil society and human rights, and carries out a wide range of activities related to human rights advocacy at both the policy and community levels.

PBI Indonesia Project (IP) is a joint initiative between Peace Brigades International (PBI) and ELSAM to provide a capacity building programme to Indonesian human rights defenders (the programme participants). The Networking and Advocacy Coordinator will be based in ELSAM’s office in Jakarta together with the Project Coordinator and Training and Protection Coordinator and will report directly to PBI’s Indonesia Project Committee (PC). Guidance and input will be provided from other PBI entities including the International Office.

The post requires a strong self-starter able to work independently, meet deadlines and achieve results quickly in a complex, multi-stakeholder environment.

This position is dependent on funding being secured for the duration of the project. The Project Committee is looking to appoint the right candidate to start in summer/fall 2017. Due to funder requirements only European nationals can apply to this post.

The successful applicant will be required to undergo two to three months of training in Europe prior to starting in Jakarta. This is an unaccompanied post.


Networking (45%):

Develop safety networks (with primary focus on the programme alumni)

Lobby with civil society organisations and diplomatic community

Develop a comprehensive database of security incidents and an alert system for the safety and security of the programme alumni

National networking to expand PBI’s Indonesia networks and assist in recruitment of new programme participants

ASEAN region networking

Look for opportunities for programme alumni

Explore new initiatives and opportunities for PBI to contribute in new ways to HRD protection in other countries

Advocacy (35%):

With civil society partners in Indonesia and with the diplomatic community in Indonesia

With PBI Country Groups, major international organizations, and regional networks

Represent IP in PBI’s global advocacy work

Organize and coordinate the Alumni Advocacy Week (and assist in other Alumni follow-up)

Manage the external communications (website, etc.)

Training and Mentorship (10%):

Some facilitation of training sessions (possibly advocacy materials, but depending on own expertise)

Informal mentoring role for HRD participants along with two other staff members

Assist in mentoring of the Human Rights Theory module and for research projects of the programme participants

Programme Coordination (10%):

Provide support for financial and narrative reporting

Provide support for developing sustainability strategies in collaboration with ELSAM and programme partners

Required Skills and Experience:

Minimum 5 years’ work experience; preferred experience Indonesia and/or Southeast Asia experience

Proven experience in networking and advocacy at an international/regional level

Strong background in Human Rights/Social Justice

Strong security awareness

Willingness to facilitate trainings

Mentoring experience

Ability to work in a consensus structure

Able to commit to the principles of PBI; non-interference, non-partisanship and non-violence and equal opportunities

Able to speak Indonesian, a regional language and/or Spanish; willingness to learn Indonesian

Other requirements

• European Union citizen (due to the requirements of the project funder)


• Remuneration will be calculated based on work experience and other factors according to German Development Aid Worker Act

• 30 days annual leave per year pro rata

• Health and accident insurance, pension benefits, integration and repatriation expenses and contribution towards rent

• The selected candidate will participate in a 2-3 months training in Europe prior to the field placement which is an excellent professional development opportunity.
