CARE is seeking a Data Management Officer who will manage routine data collection and quality control and drive data utilization for the Sexual and Reproductive Health in Emergencies group within the Sexual and Reproductive Health and Rights Team (SRHR) in the Programs, Partnership and Learning department.  The person in this role will support data collection, cleaning, validation and visualization for sexual and reproductive health in emergencies programming including, but not limited to the flagship SRH-E Program Supporting Access to Family Planning and Post-Abortion Care (SAF-PAC) initiative.  This support will include database maintenance, implementation of new components of routine data collection (by adding to the existing database) and managing users’ privileges. The Data Management Officer will also troubleshoot issues and contribute to coaching and development of job aides and training materials to support in-country capacity building. S/he will also provide some general support to the Sexual and Reproductive Health in Emergencies group, including general administrative support and events coordination. The position will report to the Senior Technical Advisor for Monitoring, Evaluation and Learning (MEL), in Sexual and Reproductive Health in Emergencies, and will collaborate closely with the Technical Specialist for MEL, SHR-E and country office MEL counterparts. The Data Management Officer will work collaboratively with all members of the SRHR team and will coordinate with staff throughout CARE focused on monitoring evaluation and learning throughout CARE, and also with external partners and colleagues. Responsibilities: Manage routine data, including data cleaning and entry in the DHIS2 software platform to ensure completeness and quality Report any errors identified during data review to appropriate team members and assist in resolving issues With guidance from appropriate team leads, build new components of database data collection and aggregation tools Run basic, descriptive data analyses Generate/update pivot tables and charts of the indicators of interest for routine monitoring purposes as well as ad hoc requests Propose, develop and support others developing content for dissemination including blogs, other social media, technical manuals, academic papers, etc. Maintain master copies of data collection forms (ensuring accurate updating as needed) and supporting documentation for data management system in electronic venue accessible to relevant teams Perform other SAF-PAC, global MEL and SRMH duties, as needed Qualifications: Bachelor’s degree in Health Sciences, International Development, Social Sciences, Health Informatics, or related fields 1 - 3 years of experience in management and utilization of program data (preferably public health related programming) Experience managing (cleaning, entering, aggregating and generating reports from) data using database platforms; Knowledge of database platforms (high-functioning user level required, developer skills not required) Experience preparing donor, general audience, and other reports Knowledge of word processing, spreadsheet software, and data processing Experience with knowledge sharing and management platforms (wikis, Facebook, WebEx, etc.) Ability to design clear and attractive presentations and other communication documents, including training manuals Experience with or exposure to public health, preferably in the global South a plus Experience with design of routine health or other social service data collection tools and systems a plus  Knowledge of online, open-source data collection tools and approaches and or database environment and/or project management software (DHIS2, Kobo Toolbox, Open MRS, ODK, CommCare, CSPro, Salesforce, Microsoft Project, Asana, etc.) a plus
