Proposal Objective:

USAID/Peru is looking to contracting a firm to support the adaptive management of USAID programs under the Amazon Vision and to improve knowledge and evidence for the conservation of Amazon biodiversity and climate change mitigation services.

Position Description:

SI is seeking a remote Collaboration, Learning, and Adaptation (CLA) Specialist to provide, full-time support on the USAID Amazon Knowledge Learning Platform based in Brasilia, Brazil. The period of performance is anticipated to be five years, beginning in May 2018.

Responsibilities:

· Foster strong collaborative relationships with key stakeholders, serve as a convener for dialogue and learning around emerging issues, and coordinate efforts amongst implementing partners working in common development objectives.

· Serve at the platform’s main point of contact within Brazil

· Develop plan that outlines key learning and knowledge management questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.

· Spearhead the design and implementation of institutional learning activities including seminars, events, briefings, after actions reviews, among others.

· Assist USAID staff in adopting and strengthening systems and processes that foster learning and knowledge-sharing, and inform future programming.

· Support the development and implementation of a learning plan that outlines key learning questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.

· Lead strategic communications, including producing publications and organizing public events with partners and other stakeholders.

· Support business process re-engineering, including assisting in negotiating change management around monitoring, evaluation and learning related issues.

· Lead facilitation, including facilitating processes and workshops; facilitating learning, collaboration and coordination among implementing partners and other collaborators with the greatest impact on results; producing reflections on the implications of new learning; developing product plans for adapting programs accordingly; establishing a network of key stakeholders and organize periodic, appropriate opportunities for USAID to interact with them based on strategy implementation and evidence-based experience.

· Conduct analyses and assessments, including conducting other analyses and assessments; creating contextual design and diagnostic assessments and baselines; creating thematic literature reviews, feasibility studies and evidence gap maps; identifying gaps through research and experiential knowledge sharing, systematic reviews and rapid evidence assessments; reviewing primary and secondary data analysis to inform project design including scenario planning, sectoral and cross cutting assessments and situation assessments; and utilizing quantitative and qualitative methods.

Qualifications:

· Advanced degree or higher in field related to organizational learning or development assistance such as public, business or development administration; knowledge management; political science; economics or development studies.

· Minimum of eight years of demonstrated experience in strategic planning, monitoring and evaluation, project design, learning, and knowledge management, including experience in applying learning to improve development programs and systems change for adaptive management of development organizations or agencies.

· Fluency in written and spoken English and Portuguese required.
