  • The Direction of Humanitarian Action (DAH)
  • The Direction of Development Action (DAD)

The intervention of HI in Yemen consists in the support of health structures (hospital, rehabilitation services) in Sana’a with the deployment of teams setting up:

  • Rehabilitation activities: provision of assistive devices and specific trainings to health staff
  • PSS activities to support injured persons
  • Mainstreaming of inclusion and vulnerability within coordination forums and providing technical support to other humanitarian stakeholders

In addition, development of Mine Action through Risk Education, Awareness and possibly through clearance training is actively sought. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.

Handicap International (HI) have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

In parallel, HI has been implementing an inclusion and protection mainstreaming project, funded by DFATD and the Norwegian Ministry of Foreign Affairs, to increase the knowledge and capacities of the staff of 2 local and 2 International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.

In 2017, HI will extend its intervention to health facilities and populations outside Sana’a city; partnerships are being developed with different INGOs, needs assessments ongoing, so that HI can be deployed in new areas of intervention. Funding from ECHO, German Mofa and a consortium with INGOs have already been secured. In February-March 2017, HI has been conducting a basic needs assessment (focusing on food insecurity), and is planning to respond to the food security crisis response through a cash based intervention.


Based in Sanaa, under the direct responsibility of the Desk Officer based in Headquarter, you will be responsible for:

  • Ensuring the global coordination of the program implemented within the country (may it regards strategic, operational, human, material or financial aspects) ;
  • Representing Handicap International towards institutional donors, national authorities and partners ;
  • Ensuring the strict application of Handicap International logistics, accountability and financial procedures; and the respect of the national legislation, based on the management and the support of administrative, logistics and Field Coordinators
  • Ensuring the management of the team placed under your responsibility ;
  • Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap International’s mandate and expertise ;
  • Ensuring the security of the staff members, operations and means related to the program under your responsibility, in coordination with the security advisor ;
  • Ensuring smooth and regular reporting activities by all member of the mission toward Head Quarter.

  • Educational background and experience: Higher education (through a degree and/or equivalent professional experience) in economics, social sciences, management or other discipline related to the profile
  • At least 4 years of professional experience in humanitarian or development context in an International Organisation
  • 2 years of experience as Head of Mission
  • Experience in a similar context or in the region is an asset
  • Proven managerial experience
  • Proven representation experience
  • Remote management experience an asset
  • Senior level experience of safety and security management


  • Strong communication and reporting skills
  • Strong organisational skills
  • Ability to work under pressure

Required languages & IT skills:

  • English mandatory (oral and written)
  • Arabic would be an asset

  • Salary from 3200 € (gross) / month regarding the experience of the candidate
  • Perdiem: 633€ in Amman, 550€ in Sanaa
  • Hardship allowance: to be confirmed
