Xavier Project is looking to fill the position of Director of Programmes for our Uganda office to support our refugee education programs in Uganda. Xavier Project’s Uganda office has seen period of growth in recent months and we are looking for an experienced programme staff member with the ability to manage this growth through strategic decision-making, partnership building, and programme development. With the massive influx of South Sudanese refugees and protracted conflicts in neighbouring countries, new solutions are needed to address the gaps in education for refugees in both urban areas and in refugee settlements. The role of the Director of Programmes for Uganda will be to oversee our child and adult education programmes to realize the organization’s vision of for a world where everyone has the right to equal opportunities and protection wherever they live and whatever their background.

Duties

The duties of the Director of Programmes, Uganda Office are the following:

  • Manage a team of 3 programme team members to implement current projects in Kampala as well as in the refugee settlements of Rwamwanja and Kiryandongo
  • Liaise with refugee-led grassroots organizations, UNHCR, and international NGOs
  • Design creative strategies to address gaps in child and adult education projects targeting refugees in urban and settlement contexts
  • Conduct research on new locations and new programme possibilities within Uganda
  • Build new partnerships with relevant stake-holders
  • Increase the visibility of Xavier Project’s work with refugees within Uganda
  • Write proposals and grants

The Programme Director will work join a team of seven full-time staff in Kampala, comprising the Xavier Project head of communications, the Uganda finance director and four programme staff. CEO Edmund Page visits Uganda every two months and other members of the leadership team from Kenya come at least once per quarter.

Requirements

Essential:

· Must hold a Bachelor’s degree in a relevant field.

· Experience of not less than five years in the field of international development

· Excellent communication skills in English (both written and oral)

· Good knowledge of MS Office

· Ability to work sensitively with refugee population or demonstrated experience working with marginalised communities

· Excellent organisational skills

· Experience in managing budgets, work plans and reports

· Willing to travel within East Africa

Desired:

· Master’s degree in a relevant discipline

· Competent in an East African language

  • Experience in managing people from various backgrounds

· Experience working in a tough environment with vulnerable people

· Experience managing funding from institutional donors

· Experience in developing strategies relevant to the sector

· Experience in government and private sector engagement

· Strong understanding of the challenges faced by urban refugees and other marginalised communities

Our Organization

Xavier Project is registered as an NGO in Uganda, an international NGO in Kenya and a company and charity in UK. All operations are in Kenya and Uganda, but a majority of funds are raised in UK. We have a three way partnership agreement between the branches of Xavier Project and one executive team primarily based in the Xavier Project headquarters in Nairobi. Xavier Project currently employs 28 permanent staff and has a budget in 2017 £750,000. Annual spending has been increasing by 50% every year since its founding in 2008. In Kenya, our partners include World Vision, UNHCR, and Unicef. Our activities focus on enhancing access and quality to education services for refugees through sponsorship, vocational courses, literacy camps,and support for refugee-led initiatives.
