Chemonics seeks a communications consultant to aid the ongoing Syria Regional Program II (SRPII), based in Istanbul, Turkey. The objective of this short-term assignment is to assess SRPII's current communication efforts, particularly any activity programming targeted at audiences in Syria. The consultant will review SRPII's overall programmatic strategy, and in collaboration with the program team, design a tailored, strategic communication plan focused on achieving SRPII's principal objectives. The assessment will include a review of past, current, and planned communication efforts; interviews with key stakeholders; and a review of the overall Syrian media environment. The plan must incorporate both traditional and social media, as well as approaches to monitoring trends in the media environment and suggestions for the most efficient means to evaluate the communication plan's impact. The estimated level of effort is 45 days. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Review and analyze SRPII's current programmatic strategic framework and communication efforts
  • Interview key stakeholders, such as SRPII staff and partners
  • Develop a strategic communication plan that includes objectives, themes, target audiences, tools, and integration with SRPII's overall program objectives
  • Develop an evaluation plan for the strategic communication plan that details potential indicators, approaches, and tools
  • Recommend an efficient approach to monitor and report on trends in media and social media relevant to Syria
  • Develop a capacity building plan for SRPII communications staff and recommend other resources or tools needed to strengthen and expand SRPII's communication efforts


  • Bachelor's degree or equivalent in a relevant field required
  • Familiarity with the Syrian context, current dynamics, actors, and evolution of the war
  • Minimum four years of experience conducting similar activities in the private or public sector
  • Demonstrated knowledge of both traditional and new media campaigns and approaches, including monitoring tools
  • Ability to collaborate with and take guidance from field-based donor and project leadership and staff
  • Ability to travel to Istanbul, Turkey, and potentially other locations, for short-term inputs of one to four weeks in duration
  • Fluency or very strong written and oral communication abilities in English; Arabic language skills preferred
