For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.MdM has been working in Balkans for many years. Since beginning 2016, MdM has returned to the Republic of Serbia to provide health care and Mental Health-Psychosocial support (MHPSS) to migrants/refugees transiting through this country.
MdM is operating in 4 transit centers for migrants/refugees and in Belgrade city center.
Direct support to migrants/refugees includes the provision of Primary Health Care (PHC) through medical teams, the facilitation of referral to secondary cares and the provision of MHPSS (through psychologists and translators/cultural mediators). MDM is also working toward advocacy for the rights of migrants/refugees in Serbia and facilitates the access to protection services.
MdM is also working toward capacity building of key actors in contact with migrants/refugees. Capacities and skills are reinforced in dealing with health and MHPSS needs of migrants/refugees, through trainings and partnership with civil societies and local health authorities.
Serbian mission is integrated in MDM global advocacy on Migration and Health towards Europe, and work jointly with WHO, MoH, UNHCR and other Health actors on improving access to quality healthcare for migrants/refugees and changing policies and practices at national level.**
TASKS AND RESPONSIBILITIES:
Under the supervision of the general coordinator, the medical coordinator will be responsible for the following main activities in order to ensure the delivery of quality care.
The main responsabilties are:
Program: ensure quality and relevance of MdM projects
Monitoring and evaluation: ensure reporting though a well implemented monitoring and evaluation system
Logistics and pharmacy: ensure quality of pharmacy management and respect of logistic procedures
Human resources and capacity building: manage MdM medical team, ensure capacity building of MdM staff and key actors
Administration: ensure MdM activities comply with administrative procedures and participate in budget follow up
External representation: represent the association and coordinate with partners, authorities and local stakeholders involved in implementing medical and MHPSS (Mental Health Psycho Social Support) intervention
Strategy: perform health and MHPSS situation analysis using program data and any other relevant indicators and contribute to strategy design
Safety: ensure safety of property and people
CONDITIONS OF EMPLOYMENT:
Status : Employee
Contract : Fixed-term contract
Duration : 5 months
- Position based in Belgrade with regular field visits.
To be filled for the 15/08/2017.
SKILLS AND EXPERIENCE NEEDED:
Medical or paramedical degree (nurse, midwife)
Master in Public Health is a plus
At least 2 years working experience in humanitarian context
Project management and coordination experience
Capacity building experience
Pharmacy management experience
Skills and qualities required
Willing to work in challenging situations in a highly fluctuating context and constant need to adapt
Good communication and diplomacy skills
Analytical skills and positive working attitude
Knowledge of procedures of institutional donors (OFDA, ECHO, AAP, UN agencies, etc.)
Organisation and ability to manage priorities
Proactive approach to making proposals and identifying solutions
Ability to integrate into the local environment, taking account of its political, economic and historical characteristics
Arabic and/or Farsi and/or Serbian would be an asset
