CARE is seeking a Project Manager who will have the overall responsibility for the implementation of activities in Sierra Leone and Liberia in line with the approved design, and in compliance with the donor requirements.  The Manager will be required to liaise with donor other implementing partners and national and district government agencies, research institutions and universities, and government ministries such as Ministry of Agriculture, Forestry and Food Security, Forest Division Authority and the Mano River Union Secretariat. The post will be based in CARE Sierra Leone office, with occasional trips to the field project sites in both Sierra Leone and Liberia.  He/she will report to the Country Director and coordinate with the program support unit: Logistics, Admin, and Finance to ensure a smooth and coordinated approach to project implementation. He/she will represent CARE in coordination meetings with Implementing partners, national and district authorities of both Sierra Leone and Liberia.  Responsibilities Promote good stewardship and high accountability through efficient and economical utilization of resources in the project; Work with the Project Sector Team Leaders and CARE Senior Management Team and relevant technical advisors to ensure high-quality programming, with periodic design/ redesign of interventions based on lessons learned; Lead, motivate and ensure teamwork among project staff for greater impact in the community; Supervise, liaise closely with and provide the necessary advice and program support in all matters pertaining to the effective management and implementation of the project activities; Work with the Project Sector Team Leaders and CARE Senior Management Team and relevant technical advisors to ensure high-quality programming, with periodic design/ redesign of interventions based on lessons learned; Ensure accurate and timely submission of project progress and financial reports to donor according to standards and guidelines. Coordinate with Senior Management Team and the program support units (Administration, Logistics, Finance, ICT, etc.) to ensure that targets and expected outputs of the project are completed in a timely and efficient manner.  Establish and maintain linkages and foster good working relations with the District Council Authorities and relevant line Ministries, NGOs, private sector and other stakeholders in both Sierra Leone and Liberia; Participate in multi-sector workshops with other IPs, NGOs and government agencies for information sharing, coordination and synergy; Facilitate linkage/partnerships of IPs with other institutions (NGOs, Universities/Research Institutions, Government agencies) and Private sector.   Qualifications Post-graduate degree, Master’s preferred in Forestry, Agriculture, Economics, Business Management or Development Studies; Preferably, with training in climate change adaptation, biodiversity conservation, and/or forest landscape management; More than 5 years’ experience in managing and implementing biodiversity conservation or agriculture and livelihoods projects with International NGOs in long-term development settings; Strong leadership and management experience with at least 5 years of supervisory experience; Familiarity with the rural and community context of Sierra Leone and Liberia; Knowledge of community forestry and biodiversity conservation techniques; Knowledge and skills in participatory rural appraisal tools, conducting needs assessments and community planning; Good knowledge of gender mainstreaming and humanitarian standards/ policies: SPHERE, HAP and Do No Harm; Experience in project management and managing budgets, result-based programming; Experience in Monitoring and Evaluation. Experienced in reporting compilation; Experiencing dealing with varied donors; USAID, KfW, DFID, UN; Excellent coordination, negotiation and facilitation skills; Excellent in budget formulation and expense tracking; Excellent knowledge in data management or at least data collection is required; Must have skills in excel/spreadsheets; Excellent communication skills in English; Computer and MS Office skills.
