BACKGROUND

PROJECT SCOPE

The need for reliable information and contextual analysis from Syria is apparent. The project seeks to improve protection of the most vulnerable in southern Syria by providing operational updates on population, specifically IDP, movements and humanitarian protection conditions.

POSITION PURPOSE

This is a key position in the setup of a sound methodology of the IDP Analysis program for South Syria. iMMAP aims to develop a robust approach to this exercise which takes into consideration and learns from existing population movement initiatives in Syria and gaining buy-in from a peer review committee for the acceptance of the methodology iMMAP will use.

This position will require travel within the region to meet key stakeholders and will be based in Amman, Jordan. KEY RESPONSIBILITIES

The Methodology Specialist (in line with the wider iMMAP Syria Strategy) is responsible for the following:

Arrange and conduct meetings with key stakeholders in the region to discuss existing methodologies for IDP analysis

Work with the iMMAP IDP Analysis team to understand the processes employed under the initial program

Document the iMMAP IDP Analysis processes for peer review and publication

Establish a peer review committee at the whole of Syria and south Syria level, tasked to review the methodology and outputs of the program

Based on the peer review process, produce a report outlining the methodology and listing recommendations on how the program can better perform its tasks

Work with the iMMAP IDP Analysis team to adopt recommendations from peer review and best practice

  • Defend iMMAP IDP Analysis methodologies in Peer review and wider audience fora.

  • Perform any other duties as required. KEY RELATIONSHIPS

Reports to: iMMAP Syria Area Manager Jordan QUALIFICATIONS

REQUIRED

  • A master’s degree in relevant discipline or relevant experience.
  • A minimum of 5 years progressively responsible experience in a similar role – whether research, assessments, monitoring and/or evaluation of programs.
  • Sound knowledge of humanitarian information management lifecycle, tools and standards.
  • Demonstrable methodology development skills, project management skills and consensus building experience.
  • Great communication skills.

DESIRED

  • A graduate degree in a relevant discipline /or equivalent experience.
  • Intimate knowledge of the Syria conflict and humanitarian context.

WORKING CONDITIONS

  • Willingness to work under tight deadlines.
  • Supervision of a diverse team of individuals.
  • Physically fit and able to cope with demands of unusual working hours and difficult environments. REQUIRED COMPETENCIES

PROFESSIONALISM: Knowledge of a range of humanitarian assistance, emergency relief issues, with particular attention to needs assessments and evidence-based decision-making, including approaches and techniques to address difficult problems; analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated United Nations response; ability to identify issues and judgment in applying technical expertise to resolve a wide range of problems; ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned country/area; in depth knowledge of needs assessments tools, both theoretical/technical expertise and proven capacity to support rapid field assessments.
