Since the offensives of the group Islamic State (IS) in 2014, Iraq has been facing an internal armed conflict and a double humanitarian crisis, with high numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance. In 2015 the ongoing armed clashes have caused further waves of displacement. In January 2017, there were 2,996,000 recorded IDPs, 1,397,000 returnees and 230,836 Syrian refugees in Iraq.

The identification of the most vulnerable individuals among them, including people with disabilities, and the rapid response to their essential needs (both basic and specific) is a priority for the humanitarian community. In addition, Conventional Weapons (CW) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury.

The armed conflict and the humanitarian crisis in Iraq will continue throughout into 2017. In parallel, the economic and political crisis in Iraq is hampering the delivery of medical and socio-economic services, complicating the access and increasing the vulnerability of the general population, and in particular of persons with disabilities, all over Iraq.


Handicap International started its activities in Iraq in 1991. HI’s strategy in Iraq for 2017 includes 3 main components:

-Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation -Emergency response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial support services, support to local structure, inclusion, protection assessments) -Mine Action: risk education, victim assistance, survey and clearance


The position will manage a combination of project implementation modalities – direct and indirect through a local partner. Although based in Erbil the Project Manager will be required to frequently travel to Ninewa governorate and Baghdad and Anbar governorates to ensure the follow up of the partnership and the quality and smooth implementation of the project. The Project Manager will be supported by the in-country Technical Unit for each sector of intervention, including physical rehabilitation, psychosocial support, risk education and inclusion. The Project Manager will initially work on a secured project in Baghdad and Anbar with the possibility to also manage a second project in Ninewa governorate subject to funding.


  • timely implementation of victim assistance (rehabilitation and psychosocial support) and risk education activities in Baghdad/Anbar to a high quality standard
  • setting up of the HI structure for the Baghdad/Anbar operational area
  • development of the future short and medium-term strategy in Baghdad Anbar under the leadership of Development Operations Coordinator
  • definition of partnership agreement with HI’s partner in Anbar and Baghdad for the implementation of new activities as defined in the strategy and donor proposals and follow up of the complementary project framework signed
  • launch and management of a new school- centered project in Anbar and Ninewa subject to funding


Qualifications/training: -University degree, preferably in a topic related to project management or international development

Expériences: -3 years of professional experience in humanitarian / emergency contexts -2 years in management of humanitarian or development projects -previous experience working with local partners and/or in remote-control settings -experience in projects with rehabilitative care, psychosocial support and/or risk education -experience in Iraq and/or in another Middle Eastern country

Competencies: -fluent in English -good understanding of HR, logistics and financial procedures -strong internal and external coordination and representation skills -strong writing and reporting skills -strong organizational skills -high level of autonomy and initiative -strong team management skills -knowledge of Arabic and/or Kurdish (Sorani) would be an asset

Personal qualities: -ability to work under high pressure -strong interpersonal and intercultural skills -interest in post emergency/recovery projects


  • Starting date: 15/06/2017
  • Length of the contract: 6 to 12 months
  • Salary: from 2300,00€/month (gross), depending on experience
  • Perdiem: 547€/month (net)
  • Hardship allowance: 250€/month (net)
