Handicap International recently merged its Mine Action Division with its Emergency Response Division to create the Humanitarian Action Division.


Handicap International (HI) started its activities in Iraq in 1991. HI’s strategy in Iraq for 2016 includes 3 main components: -long-term development projects: support to civil society, access to services for persons with disabilities, community-based rehabilitation -emergency response for Internally Displaced Persons, returnees and vulnerable host communities -Mine Action: risk education, victim assistance, survey and clearance of contaminated areas.

HI has currently four offices in Iraq:

-Erbil coordination office -Kirkuk field office (covering Kirkuk governorate and Tuz Khurmato district) -Khanaqin field office -Suleymaniyeh support office

In addition, HI is working in Baghdad through two Iraqi NGOs. HI is currently working on the registration process with the Iraq federal government in Baghdad. HI is considering the possibility of opening a field office in Baghdad once the registration is completed.

The scaling up of HI’s emergency intervention in Iraq, coupled with the development of survey and clearance interventions, has led to an increased need for specialised support in data and information management across the mission. As part of the newly formed MEAL Department, the Information Manager will be responsible for the establishment of systems and procedures in order to improve information management and data analysis across all sectors of intervention. This will include a review of and improvements to existing data management systems; the establishment of specific information management systems for mine action, and the capacity development of a national database manager.


The position would be based in Erbil (with frequent movement in Kirkuk and Diyala), under the line management of the Monitoring & Evaluation Coordinator and in close collaboration with the Mine Action Chief of Operations and Technical Field Managers,, Operations Coordinators, Technical Unit Coordinator, Technical Advisors (Psychosocial Support (PSS), Risk Education, Inclusion, Rehabilitation)AND Project Managers. Managing only (for the moment) a data Manager based in Erbil.


  1. Operations

  2. Assessment of the current Information Management system of the HI mission in Iraq and identify areas where improvements are required.

  3. Design and implementation of the information management structure of HI’s mission in Iraq with a large focus on the mine action programme, including the use of GIS application and the Information Management System for Mine Action (IMSMA) (if applicable).

  4. Contribute to the definition and implementation of a fluid and consistent reporting system, automatizing process, reviewing and creating templates and defining the flow process.

  5. Integrate the different data sources into a programmatic data base, including mapping, to ease the decision making process, reporting, indicators follow up, statistics accountability, and monitoring of operational activities

  6. Assist with the successful definition and implementation of the standard working procedures for IT and information management to include the development of procedures, guidelines and manuals.

  7. Regularly review and update official forms as per the need of field activities in consultation with the Chief of Operations and Technical Unit.

  8. Regularly distribute official forms to operations and implementers in consultation with the Chief of Operations and Technical Unit.

  9. Maintain and contribute to the overall operations mapping archive.

  10. Perform data analysis and compile geographic data from a variety of sources upon request, especially field reports.

  11. Produce statistics, maps, charts, presentations and reports as required by Operations and Programme departments.

  12. Distribute under the direction of the Chief of Operations and Operations Coordinators, informative and operational maps with mine action and other data.

  13. Complete the qualitative and quantitative database clean up and monitoring process in coordination with the MEAL and Operations units at a programme level.

  14. Coordination and control of all IMSMA and GIS functions of mine action programming

  15. Review of all field reports received and report/correct data discrepancies.

  16. Assist the Chief of Operations in developing the work plan for the Information Management process and capacity building of national staff in IM related issues.

  17. Complete additional tasks assigned by the Humanitarian Operations Coordinator, Chief of Operations, or MEAL Coordinator.

  • professional Diploma with a minimum of four (4) years relevant experience OR a Bachelor's degree in IT, Data Processing, Geography/GIS or any other related field with 2 years relevant experience is required
  • certified Proficiency in GIS applications (ArcGIS and ArcGIS family applications). Proficiency in other GIS tools is a bonus (e.g. QGIS)
  • excellent computer skills including MS. Office, Data Management software
  • high level of autonomy and initiative
  • strong organizational skills
  • strong writing and reporting skills
  • ability to work under high pressure


  • experience in network administration is desired
  • proficiency in IMSMA Administrator level is a bonus
  • previous experience in mine action and humanitarian field is a bonus
  • experience in Iraq and/or in other Middle Eastern countries is a strong asset
  • previous experience of work with local partners and/or in remote
  • control settings is an asset
  • previous experience with Handicap International is an asset

Working language:

  • English.
  • Knowledge of Kurdish and/or Arabic (Sorani) would be an asset.


  • Start: 2017, June, 1st
  • Duration: 7 months
  • Salary from 2,200€ (gross)/ month regarding the experience of the candidate
  • Perdiem : 507.29€ (net)
